การถ่ายโอนภารกิจด้านการให้บริการปฐมภูมิที่อยู่กับสถานีอนามัยเฉลิมพระเกียรติ 60 พรรษา นวมินทราชินี สอน และโรงพยาบาลส่งเสริมสุขภาพตำบล รพ สต ให้กับองค์กรปกครองส่วนท้องถิ่นทำให้เกิดความเป็น  การกระจายอำนาจด้านการสาธารณสุข ในระยะแรกกระทรวงสาธารณสุขได้มีการถ่ายโอนสถานีอนามัยเฉลิมพระเกียรติ 60 พรรษา นวมินทราชินี สอน และโรงพยาบาลส่งเสริมสุขภาพตำบล รพ สต ให้แก่เทศบาล  12 ธ ค 2565 เป็นเวลาเกือบ 3 เดือน นับตั้งแต่มีการถ่ายโอนภารกิจสถานีอนามัยเฉลิมพระเกียรติฯ สอน และโรงพยาบาลส่งเสริมสุขภาพตำบล รพ สต ให้กับองค์การบริหารส่วนจังหวัด อบจ 27 ม ค 2566 กระทรวงสาธารณสุข ยืนยันยังคงดำเนินการถ่ายโอนภารกิจต่อไปตามขั้นตอนกระบวนการที่กำหนดเท่าที่มีอำนาจตามกฎหมาย ไม่มีการชะลอหรือยกเลิก ขณะเดียวกันต้องติดตามประเมินผลการถ่ายโอน  โรงพยาบาลส่งเสริมสุขภาพตำบล เป็นนโยบายที่รัฐบาลให้ความ สำคัญโดยเน้นการส่งเสริมสุขภาพและป้องกันโรคเป็นหลัก ซึ่งเป็นการ ลงทุนที่คุ้มค่ากว่าในระยะยาว นโยบายนี้เริ่มดำเนินการมากว่าปี มีการ พัฒนายก
